From the Commissioner - Rosters which are not set

Our situation is not an ideal one. We are drafting before rosters are set, so we can't be sure who makes it and who doesn't.

Also, our rules state that we draft the minor leagues prior to the auction. We can change the rules, but we have not done so at this point and we are close to the draft date.

So our situation is this: If a player qualifies as a rookie, he is eligible to be drafted, no matter if he appears on the roster or not since the rosters have not been set. if he makes the roster and the roster is finalized prior to the draft, he can be moved up to your roster.
